It can be used, e.g. to examine the citations received by individual researchers' publications from policy documents. From Finnish sources, Overton indexes documents e.g. from the Finnish government, various ministries and parliament, THL, Luke and the Bank of Finland. It is a powerful tool for benchmarking and characterizing research and research collaboration of different entities such as researcher, research group, research institution or country.
